Since 2000, the Patients Association has campaigned for Patient Safety to be at the top of the health agenda. Each year we have taken on a new aspect on Infection Control and reported back to the public and patients on what is happening on the front line. This year, the 2008 compaign will culminate in a One-Day Conference for NHS Board Members, with an emphasis on Non-Executive members.
With appreciation to our excellent lineup of speakers (please see below for our confirmed speakers), they will share their expertise and insight to the audience which we will uniquely make availabe the latest thinking for NHS Boards, of which is their top priority.
Part of the day will also involve a Safety Masterclass entitled ' Prioritising Safety -How Can Your Trust Improve?' aimed at Board Members and will be chaired by the Healthcare Commission.
Alongside our insigntful speakers, there is an opportunity to browse the wide ranging exhibitors that will be present at the conference.
The Summit will ultimately be a One-Stop Shop on Safety, not to be missed for NHS Board Members.

Confirmed Speakers
The Patients Association are proud to confirm the following distinguished speakers at our Safety First Summit at Harrogate on Tuesday 7th October 2008:
LORD DARZI
Parliamentary Under Secretary of State, Department of Health
ANNA WALKER
Chief Executive of the Healthcare Commission which was created in April 2004.
She has wide ranging experience in the public sector particularly in regulation and performance improvement. She was Director General, Land Use and Rural Affairs at DEFRA from 2001-2004. Her responsibilities there included drawing up a new rural policy following the foot and mouth outbreak. . She was also responsible for a review of DEFRA’s regulation and the co-ordination of DEFRA’s strategy.
Prior to that, Anna was Director General, Energy at the Department of Trade and Industry (1998-2001) – responsible for all aspects of the government’s energy policy including the regulation of the energy industry. She was Deputy Director General at the Office of Telecommunications regulating the telecommunications industry from 1994-98. Anna joined the Department of Trade and Industry in 1975 following jobs at the British Council and the Confederation of British Industry,. She was Assistant Private Secretary to the Secretary of State for Industry between 1977-79.
Anna is married and lives in London. She has 3 daughters: When time allows, she likes to travel, cycle and walk!

STEPHEN RAMSDEN, OBE
Chief Executive, Luton & Dunstable Hospital NHS Foundation Trust since 1998.
Previously Chief Executive of Mount Vernon Hospital NHS Trust (1991-94) and Mount Vernon & Watford Hospitals NHS Trust (1994-98). 33 year career in Health Services Management, always in acute hospitals. Interest in Transformational change, Quality & Service Improvement and Patient Safety; Member of the National Patient Safety Forum since its inception in 2007. Member of the Institute of Healthcare Management. Awarded honorary MBA by University of Luton, August 2004 for services to the towns of Luton and Dunstable. Awarded OBE in January 2008 for Services to Healthcare. Appointed part time National Patient Safety Campaign Director, March 2008.

SIR LIAM DONALDSON
Chief Medical Officer for England and the United Kingdom’s Chief Medical Adviser since 1998. He is only the fifteenth person to hold this important and historic post since it was established in 1855.
Since coming into post, Sir Liam has authored a series of ground-breaking reports aimed at transforming a wide range of areas of health, health care and medical science, for example: producing the country’s first comprehensive health protection strategy; proposing new legislation to allow carefully regulated stem cell research; addressing poor clinical performance; introducing a comprehensive programme for patient safety and empowering patient self-management of chronic disease.
Sir Liam is probably best known for three of his achievements. Firstly, his trailblazing annual reports, which have brought major health concerns to public attention, in particular the need for smoke-free public places, the obesity ‘time bomb’, and the problems of binge drinking.
Secondly, his creation of the concept of clinical governance – a clinically led way to assure high standards of care – which is now an internationally recognised approach in health care.
Thirdly, his leadership of patient safety as a priority for health care systems around the world. His report An organisation with a memory shaped policy on patient safety in the United Kingdom and his chairmanship of the World Health Organization World Alliance for Patient Safety has moved action to a global scale.
Sir Liam has received honours and awards from many public bodies. His published writing and research on health and health care subjects is very extensive. He has given many keynote addresses at conferences. He is an experienced broadcaster and public communicator.

MARTIN FLETCHER
Chief Executive of the National Patient Safety Agency in England
Prior to joining the NPSA, Martin worked with the World Alliance for Patient Safety at WHO Headquarters where he played a major role in initiating and establishing a global programme of work on patient safety. Martin has a twenty year background in health policy and health management, with a particular focus on safety and quality of health care. He has undergraduate qualifications in behavioural sciences and social policy and postgraduate qualifications in public sector management.

ANDREA SUTCLIFFE
Chief Executive, Appointments Commission
Andrea joined the Commission in November 2007 from the National Institute for Health and Clinical Excellence (NICE) where she was Deputy Chief Executive and Planning and Resources Director. Andrea began work as a finance trainee, qualifying as an accountant in 1990. She subsequently moved into business planning and contracting and then into general management, managing community and acute services for older people, women and children and neurosciences. Immediately before joining NICE, Andrea was the Assistant Director for Performance Management and Resources in the Social Services department of the London Borough of Camden.
KAREN TAYLOR, OBE
Director, Health Value for Money Audit
Karen joined the National Audit Office in 1977 and qualified as a Chartered Public Finance Accountant in 1982. Since 1983 she has specialised in Value for Money (VFM) audit investigations and is currently one of two Directors of Health responsible for investigating whether the Department of Health and other NHS bodies use their resources in an economic efficient and effective manner. These reports are also aimed at identifying and disseminating good practice and where relevant cost-effective, solutions to identified problems. Karen and her colleagues expect to publish six to seven major VFM audit investigations each year on the Health Area. Each of these investigations usually results in a report to Parliament and an examination by the Committee of Public Accounts.
Over the last few years Karen has published reports on A Safer Place to work: Improving the management of health and safety risks to staff, with a separate report on reducing the risk of violence and aggression in NHS Trusts. She has published reports on areas where the delivery of services has been subject to structural reform for example on: Reforming NHS Dentistry; and Improving Emergency Care. She has also examined areas which highlighted the need for the NHS to improve the priority given to issues such as: hospital acquired infection; patient safety, stroke and, dementia. More recently she has reported on Pay modernisation issues with separate reports on the consultants and GPs contracts and in December last year published a report on neonatal services. All of these reports resulted in a Committee of Public Accounts hearing and report.
Most of these reports identify where and how resources deployed by the NHS have changed over the years, the increased cost to the NHS of the issue in question and illustrate how resources could be used more efficiently and effectively and improve patient care.
Karen was awarded an OBE in the Queens 2001 New Years Honours list for her work on Health VFM Audit.
KAREN WOLK FEINSTEIN
President & Chief Executive, Pittsburgh Regional Health Initiative
Karen Wolk Feinstein, PhD is President of the Jewish Healthcare Foundation and its supporting organizations, the Pittsburgh Regional Health Initiative and Health Careers Futures. Appointed to head the Foundation in 1991, she has since made JHF a leading voice in patient safety, healthcare quality, payment reform and workforce issues. When Dr. Feinstein founded PRHI, it was one of the nation’s first regional multi-stakeholder collaboratives devoted to making health care safer, more efficient and more diligent in applying best practices through the use of quality engineering principles. PRHI was a forerunner in adapting Toyota Production System practices to health care. Dr. Feinstein founded Health Careers Futures to assist the healthcare industry in attracting and retaining employees and helping young people explore and prepare for health careers. Dr. Feinstein previously held executive posts at other nonprofits, including the United Way, and served on the faculties of Boston College and Carnegie Mellon University. She also was the editor of the Urban and Social Change Review. Dr. Feinstein earned her bachelor’s degree at Brown University, her Master’s at Boston College and her PhD at Brandeis University.
